Rule of Capture and Texas Ground Water Posted: 17 Jan 2011 09:46 PM PST Texas has historically applied the “rule of capture” to ground water (whoever first pumps it from the ground owns it). However, because ground water can flow across property boundaries my capture of ground water under my property could damage or totally deprive you from producing it from yours. Landowners in Texas are struggling with diverse impacts of this type of ownership. |

South Sudan Independence Referendum Posted: 17 Jan 2011 03:17 PM PST People in Southern Sudan have voted on a referendum that, if passed, would split the current nation of Sudan into a southern oil-rich country and a northern country with reduced resources. Although the results of the referendum will not be officially announced until next month secession is expected. |

The small storm moved rapidly southeast, away from Australia.
